Professor John R Kelly, the Chair of Construction Innovation in the School of the Built and Natural Environment, Glasgow Caledonian University, UK, delivered a presentation on 25 Oct 2007. Professor John reported on the progress of Best Value within the public sector in the UK, the place of value management and tools and techniques, including a new approach to whole life costing, designed to meet the sustainability agenda.
