Value Management (VM) was widely applied in the industries. There is a number of formal document recognizing the benefits of the VM applications in practices in Hong Kong. To achieve an excellence in the quality of construction products, the systematic value methodology should not only be adopted in the construction stage for solving the problems among project team members, but also be applied in various stages or situations for the holistic construction development projects, including overall procurement process, public consultation process, project identification and operation stages.
