Paco Tsang is a Chartered Professional Civil Engineer having over 30 years’ experience in the field of Civil and Geotechnical Engineering. He is a qualified VM Facilitator and also is an accredited Mediator. He has substantial experience in conducting Partnering and VM workshops for different types of projects for Government and private sectors.

Mr. K C Tang has over 45 years’ professional quantity surveying experience covering over 1,020 projects of various types in Hong Kong and Mainland, China adopting different practices and influenced by different cultures. He has received training in mediation and value engineering. He has served as a Council Member of HKIVM since 2010 and is a List B facilitator. He has facilitated or co-facilitated over 30 value management / partnering workshops. He is a frequent speaker to deliver pre-qualification structured training talks to candidates pursuing the quantity surveying professional qualification, and has been instrumental in shaping the system of assessment of professional and technical competence of surveyors. Mr. Tang supports fair and equitable contract dealing, partnering and value management.

Lillian is a Director with JCP Consultancy International Ltd. She is a List B facilitator of HKIVM since 2015 and has over 15 years’ as lead facilitator in the delivery of partnering programs, risk and value management / engineering workshops for project teams and 30 years’ experience in business improvement consultancy services. She is fully trained in the facilitation of JCP workshops, which includes group psychology and dynamics and follow-up coaching in leadership and behavioural skills. She has facilitated over 300 workshops and training sessions and is actively involved in coaching for individuals and in collaborative working relationships and in delivering joint improvements in performance. Lillian is well versed in leading consultancy teams and in overseeing successful implementation of a wide range of consultancy projects. She is a Value Methodology Associate (VMA) of SAVE International, USA, Register Corporate Coach (RCC) of WABC, Registered Executive Coach (REC), Association of Coaching & Training, USA and Certified Facilitator of Facilitator U of USA, and has a BSc degree in Production Engineering and Production Management at University of Nottingham, UK.
Ms. Wei joined HKIVM as a member in April 2019. She is a Ph.D. candidate under the supervision of Dr. Mei-yung Leung since 2018. During her Ph.D. period, she focuses on the topic of value management in the Belt and Road Regions. She won the “University Challenge Award” issued by the SAVE international in 2019. Before her Ph.D. career, she was an auditor in charge of auditing budget and settlement of construction projects.

Mr. K.T. Chau obtained his BSc degree in Architecture from University of Edinburgh in 1984 and BArch (Hons) postgraduate degree from University of Dundee in 1987 in U.K. He became a registered architect in U.K. and H.K. in 1989 and 1992 respectively.
He has more than twenty years architectural design and project management experiences for various building projects from private and public sectors in Hong Kong and overseas. He obtained his Master of Business Administration degree from The Open University of Hong Kong in 2000 and became a BEAM Professional since 2010 and a member of HKIVM in 2012.

Mr. Albert Lau obtained his Associate degree in Mechanical Engineering from the Hong Kong Polytechnic in 1983, and Master in Business Administration degree from The University of Sydney, Australia in 1996.
He is an accomplished and integrity-driven professional manager with over 30 years of successful business experience at local and international levels, specializing in operations, general and people management, and business development across different industries. He is also a well-trained corporate coach and NLP practitioner. He has extensive experience conducting Collaboration, Value Management and Safety workshops for different types of projects in both government and private sectors.
Mr. Tom Li was graduated from the City University of Hong Kong. Knowledge of quantity surveying with experiences work in consultant firms. Interested in Value Management and focused on creativity on virtual value management workshop as the final year project and won the CIOB (HK) Outstanding Student Awards 2021. Experience in working in mainland China in different disciplines.

Dr. Leung has more than twenty-five years of practical/teaching experience in the construction industry/education and has participated in a number of prestigious construction projects in Hong Kong. As a Certified Value Specialist of the SAVE International ‘The Value Society’ in USA and a Qualified Facilitator (list A) of HKIVM in HK, she conducted a number of VM workshops for various large construction projects in H.K. and the U.S.A. Dr. Leung is the first qualified VM trainer in HK for formal VM training workshops (levels I and II) those recognized by the SAVE International in the U.S.A. Dr. Leung received a number of international awards, including Tony Toy Memorial Award issued by the HKIVM, Thomas D. Snodgrass Value Teaching Award issued by the SAVE international ‘The Value Society’ in the USA, Academic Excellence Awards issued by the Pacific Association of Quantity Surveyors, Academia Best Paper Award issued by the Miles Value Foundation in the USA, and Teaching Excellence Award issued by the CityU. Dr. Leung is also a senior Fulbright Scholar at the Pennsylvania State University and the University of Southern California in the USA in 2014-15. She has attracted over HK$ 21 million as Investigator in professional and research grants including professional and governmental projects, and published over 200 refereed publications in international journals and conferences.
